There are many good reasons to consider a retired life in Goa. A simple Google Search will bring up many good points to consider.
Retirement in Goa in a secure gated community seems to be the attraction for many expatriates. You will need an OCI card to be able to purchase a property and live there for any length of stay.
We understand that the new international airport North of Goa has received the go-ahead and would be good for expatriates who would want to visit family and friends overseas and/or have them visit/holiday regularly in their new abode.
If a large number get together and buy some land conveniently located and engage a reputable builder to design and construct a secure complex to include a large community Hall for functions and perhaps with even a restaurant / dining facilities, it would work out cheaper.
We understand that the cost of Private Medical Insurance cover is much cheaper in India and the medical facilities well equipped for aged care. However, you will need to do your own research depending upon your medical needs.
Should the above become a reality, the services of various parties and stakeholders could be engaged to carry out the project.

**************************************************************************************** MUMBAI: Goa Chief Minister Manohar Parrikar has said a new international airport at Mopa in the state will be ready in the next three years and the government will invite global bids to construct the facility by October. "The Mopa airport may come up in three years. We may also float a global tender probably around September-October," he said during an interaction with industrialists, organised by industry body CII, over the weekend. The BJP Chief Minister, who took over the reins earlier this year, was earlier quoted as saying that the investment required for the new airport will be around Rs 3,800 crore, with phase-I requiring Rs 2,500 crore. Parrikar stressed that aviation is a key focus area for the tourism-driven state economy.
